Is Online Sports Betting Legal in SA? Provincial Licensing + the Casino Question

Sports betting: licensed at provincial level under Cap. 7 of 2004

Yes. Online sports betting is licensed under the National Gambling Act 7 of 2004 and the relevant provincial Acts. The National Gambling Board (NGB) sets national standards. The actual bookmaker licences are issued and policed by the nine provincial regulators. One operator can serve the whole country while listing a licence number from one province — typically where its head office sits.

Online casino: never legalised. Don't risk it.

Important: online sports betting is legal here. Online casino is not.

South Africa is the only major African market that splits gambling cleanly down the middle. Online sports betting (including horse racing tote and pool wagering) is licensed and protected under the National Gambling Act and the provincial Acts. Online casino — slots, blackjack, roulette, live dealer — has never been legalised in South Africa.

An NGB-licensed operator's website may show a slots tab if you log in from outside the country, but inside SA that section is geo-restricted or absent. If a site offers you R100 free spins on a Pragmatic Play slot from a Joburg IP, it's offshore and unlicensed — your deposits are not protected.

The 2008 National Gambling Amendment Act envisaged an online casino licensing framework but has never been brought into force. Multiple bills (most recently in 2023) have proposed legalisation; none have passed parliament at the time of writing.
